CDM Designated National Authority (DNA)
In order to participate in the CDM a Party to the UNFCCC should appoint a Designated National Authority (DNA).
CDM DNA is authorized by the host-country to consider CDM projects and issue Letter of Approval confirming that the project implementation is voluntary, meets international standards and helps the host-country to achieve sustainable development.
By the Decree of the Government of Georgia dated 20 January 2005 the Ministry of Environment Protection and Natural Resources of Georgia was appointed as a CDM DNA.
The mandatory regulatory function of the CDM DNA is:
- Evaluation and approval of submitted CDM Project. This function is a prerequisite for the project validation and certification process and is to be performed in order to comply with international regulations.
Promotional functions (optional) are:
- Facilitate communication between investors and project proponents;
- Facilitate capacity building for the CDM stakeholders;
- Provide information to support the marketing CERs.
These optional functions have not been under international regulation.
So far the secretariat functions for the DNA have been performed by the Hydrometeorology and Climate Change Division (HCCD) of the Ministry of Environment Protection (MOEP). The HCCD is responsible for all activities being led in the frame of the UNFCCC.
CDM National Board
As the scope of CDM Projects is wide, evolving practically all key sectors of economy, the Government of Georgia has decided to create an entity consisting of representatives of key Ministries relevant to the CDM.
By the Decree of the Government of Georgia (dated 28 September 2005) the CDM National Board of Georgia was formed.
The main task of the CDM National Board is to determine, according to the criteria, established for the CDM projects, whether the proposed project contributes to SD of the country and recommend to the DNA issuance of the Letter of Approval on behalf of Georgia.
